Howard is a Fellow of the Institution of Civil Engineers and Vice-chair of its Expert Panel on Transport, a Chartered Town Planner, a Director of the Transport Planning Society and Chairman of the Stratford Transport Implementation Group. He has worked with the GLC and as a Chief officer for the London Docklands Development Corporation and later as a Director of various transport planning consultancies
